Dear Colleagues,

The draft paper below is now in its second circulation to the collaboration. The main purpose is to give the collaboration the
opportunity to view the paper after the changes to the first draft. Comments can be made on new features introduced or places where
comments received in the first round are felt to be taken insufficiently into account.

Shortly after the deadline, there will be a final meeting of the editorial board when final decisions will be made. Attendance is
required by at least one contact author (Marcin_Kucharczyk, Bartosz_Malecki, Mariusz_Witek), at least one
physics reviewer (Stephen_Farry, Stephen_Ogilvy) and the EB reviewer (Fred_Blanc). EB readers and EB members are invited to attend. As the last step the
collaboration will be given an opportunity to make any final comments during a short 'silent approval' period, after which the paper will be
submitted for publication.
