Elsevier: Procedia, 40 Euro/paper for >= 300 papers 350 papers = 14000 Euro (300 papers: 12000 Euro, 400 papers: 16000 Euro)
European Physical Journal: EPJ Web of Conferences 350 papers = 9960 Euro (300: 8590 Euro, 400: 11320 Euro)
World Scientific: 350 papers = 10000 US$ = 7300 Euro (300: 6250 Euro, 400: 8300 Euro)
JINST: JINST Proceedings To make the proceedings open access (rather than just readable by those who have a subscription to JINST) we would need to pay a fee of O(1000) Euro per paper, and they don't want to give a discount, so that is out.
However, JINST is published together by IoP (Institute of Physics, UK) and SISSA (International School of Advanced Studies, Trieste, IT), and SISSA offers another option: Proceedings of Science (PoS), pos.sissa.it. PoS has recently been the publisher of the proceedings of EPS HEP 2013, ICHEP 2012, DIS 2013, Beauty 2013, but also of detector-oriented conference like Vertex 2012, PhotoDet 2012 and RPC2012. If we take care of refereeing and delivery of camera-ready pdf's, PoS would publish our proceedings for 2900 Euro. (300-400 papers) They have given us test-access to their website that would be used to guide the submission/refereeing process, and it looks good to me. I don't know what the catch is for this price, but I haven't found it yet.
