I've been forwarded a request to add an HTCondor-CE to the IGWN network.
What are the right steps to take?

In case there's not already someone on this, please see below for
details of some changes needed for OSG submissions to Canadian computing
resources:

The Digital Research Alliance of Canada has been working on enabling
multi-factor authentication using DUO for all the Compute Canada sites
that support research computing. The plan is to enforce this
permanently starting April 15 for all user activities which will affect
the current job submissions coming in from OSG through HTcondor
glideins. This will affect LIGO/IGWN, IceCube, DUNE, GlueX, and ePIC
production. To avoid the issue of MFA, we have specialized "robot"
login nodes set up at each site to allow limited automated activities,
such as ssh via keys for the pilot submissions. The node you should be
using for glideins is robot.cedar.computecanada.ca. Could someone
please inform the maintainers for the various factories and alert us if
there are any issues.
