Dennis and I are currently considering something like this for a future BiG Grid distribution deployment, i.e. not a set of painfully built RPMs but a more flexible system using a third-party package manager (e.g. PaCMan from the HEP experiments). Add in the 'modules' system and the user will never know that anything has changed ;-)
