Dear library committee members,
Arjen kindly composed the following message, who I am asking you to read
and provide feedback. It should not take much of your time.
Joan, Arjen and myself have been investigating what needs to be done
within Nikhef to become compliant with the recently (1.1.2021) updated
Open Access (OA) policy from NWO-I (for NWO-I employees) and NWO (see
https://www.nwo-i.nl/en/employees/open-access/ and
https://www.nwo.nl/en/open-access-publishing respectively).
Based on material provided by NWO-I Arjen has created the attached draft
FAQ-document for the Nikhef situation. For the Green route we have
checked with NWO-I that the following is compliant with NWO (and NWO-I)
policy: Nikhef does not maintain its own repository but instead relies
on arXiv, provided the Author Accepted Manuscript (AAM-version) is
placed on arXiv, per the date of publication in the journal. This of
course saves paying the APCs (Article Publication Charge). If for
whatever reason authors want to publish OA by paying an APC, this will
have to be covered from the group (or collaboration) budget. Nikhef will
not pay from central budgets.
Of course almost Nikhef articles are collaboration efforts, based on
collaboration policies. In our FAQ we have therefore stated: "/As a
Nikhef researcher / author you don’t need to worry about the OA
publication, assuming that the Open Access policy adhered by the
collaboration is compliant with the NWO policy."/
This is where we would appreciate your help! Assuming the library
committee is representative for Nikhef's participation in the various
scientific collaborations, could you help in verifying that this
statement is actually true? Meaning that all collaborations Nikhef is
in, put their papers on arXiv, including the AAM-version per the date of
publishing? Finding out what license these collaborations use would also
be helpful: NWO sponsored research requires a CC BY 4.0 license. As far
as we can see the LHC experiments are already using this and many of the
others as well.
