[grid-announce] upgrade ongoing of NPDF production facility

Sorry for the late announcement of this: the Grid services at NIKHEF are being upgraded right now. This means some things may not work. We are trying to get the user interface (ui03) up as soon as possible, so that you can still access the rest of the grid. We know that our storage element (tbn15 / se03) has problems right now.

This was all officially registered as 'scheduled downtime' with LCG operations but apparently this does not filter down to actual users.

Our estimated return to service is tomorrow morning but unfortunately we cannot guarantee this, this upgrade is a whopper.

We will try not to forget the important people next time.
